RGOO “BDPO” at the present stage

In February 2007, the Charter of the association was approved by a resolution of the Council of Ministers of the Republic of Belarus.

In 2007, the registration and registration of regional, Minsk city and district organizational structures of the RGOO “BDPO” was carried out. In accordance with the instructions of the Head of State and the Council of Ministers of the Republic of Belarus dated October 31, 2012 No. 33 / 102-510, an Action Plan was developed and approved to improve the efficiency of the RGOO “BDPO” in terms of attracting the public to participate in explanatory work among the population on fire prevention (approved by the Deputy Prime Minister of the Republic of Belarus A. N. Kalinin on April 4, 2013).

In order to create additional conditions for the participation of citizens in fire prevention activities, the development of a volunteer fire movement, by the Decree of the President of the Republic of Belarus of March 27, 2019 No. 113 “On the Republican State-Public Association” Belarusian Voluntary Fire Fighting Society “, a new version of the Charter of the association was approved.

There are 133 regional, inter-district, district and city organizational structures registered in the republic, as well as 630 primary organizations of the RGOO “BDPO”, which united over 7.7 thousand volunteers.

The main state-significant tasks of the RGOO “BDPO” are:

• joining efforts of citizens to ensure fire safety on the territory of the Republic of Belarus;
• the creation of voluntary fire brigades, the organization and coordination of their activities, including in the implementation of fire prevention measures, extinguishing fires;участие в создании внештатных пожарных формирований;
• assistance to bodies and departments of emergency situations in the prevention and (or) extinguishing of fires;
• training the population on fire safety measures;
• other tasks determined by the President of the Republic of Belarus.

The issues of preventing fires and the death of people on them are constantly considered at meetings of presidiums, service and conference calls.

The source of the content and implementation of statutory tasks is financial and economic activities.

In total, 13 production enterprises function in the structure of the association, 41 regional production sites have been created.

In order to implement these tasks, RGOO “BDPO” carries out fire-fighting work in organizations, the residential sector of citizens and at objects of all forms of ownership: produces fire extinguishers, autonomous fire detectors, intra-apartment fire extinguishing devices, spark extinguishers, fire retardants, various fire equipment and fire protection means; performs work on the design, installation, adjustment and maintenance of fire automation systems, fire protection, recharging of fire extinguishers, installation and repair of furnace heating, repair of electrical wiring, installation and repair of lightning protection, inspection of gas ventilation ducts and provides other services to ensure fire safety.

The population is being trained in the rules of fire safety and life safety in everyday life.

A training center for training, advanced training and retraining of personnel of the Republican State-Public Association “Belarusian Voluntary Fire Fighting Society” was created.

With the participation of RGOO “BDPO”, a republican review of the fire condition of residential buildings in settlements is held annually.

Together with the Ministry of Emergency Situations, fire-prevention activities are carried out: a review-competition of children’s creativity “Rescuers through the eyes of children”; rallies of young rescuers-firefighters in the National Children’s Educational and Health Center “Zubrenok”; championship of the Republic of Belarus in fire and rescue sports among youths, among KDP and DPD and other sports events.

In order to organize and conduct fire-prevention measures with the involvement of the population in this work, work is being carried out to create voluntary fire brigades in agricultural towns.

In order to develop international cooperation, exchange experience in the field of life safety culture and fire prevention work, agreements on cooperation between the RGOO “BDPO” were signed with voluntary firefighting societies of Russia, Ukraine and Moldova.
